Manfield Budgets Should be Clear, Timely, and Easy to Follow
I reviewed Mansfield Township’s recent budget materials and New Jersey statutes. Residents deserve a transparent budget process. Taxpayers fund each line item. They should not have to search conflicting notices or scattered documents to find the public hearing date.
N.J.S.A. 40A:4-6 requires that every municipal budget be advertised after approval, with a copy of the budget or a summary and the hearing’s date, time, and place published at least 10 days in advance.
N.J.S.A. 40A:4-10 mandates municipal budget adoption by April 30 or the next meeting.
These rules exist to give residents a fair chance to review spending, tax impacts, and policy priorities before adoption.
Problems in the 2026 Budget Records
Mansfield’s 2026 budget balances: $9,150,137.70 in general revenues and appropriations, with $4,760,303 raised by taxes. The larger concern is public notice. One Township budget document states that the budget and tax resolution were approved on April 8, 2026, and that the public hearing would be held on May 6, 2026, at 7:30 p.m. A separate Township budget advertisement also states approval on April 8, 2026, but lists the hearing date as May 13, 2026, at 7:30 p.m.
Residents should not have to sort out two different hearing dates for the same budget.
If the hearing date changed, Township records must clearly and consistently reflect it wherever the public would look. Conflicting records most affect residents who rely on notices to participate.
Contrast With the Prior Year
The 2025 budget totaled $9,163,811.28; 2026’s is slightly lower at $9,150,137.70. Even when totals are close, the public still deserves to know. These real numbers have a real impact and they require explanations and accessible information.
What Mansfield Needs
Mansfield should publish budgets in one clear place, with a single accurate hearing date, readable summaries, prior-year comparisons, and the prompt posting of supporting documents. That is basic respect for taxpayers.
Too many towns operate on the assumption that few residents will read the paperwork. I do, and many others will when the information is presented honestly and clearly.
What I Will Bring to the Township Committee
I will push for:

• Plain-English budget summaries
• Prior-year comparisons that residents can understand
• Respect for every taxpayer dollar
• Public access that works in the real world
Mansfield residents pay for the government. They deserve full transparency in their operation.
